A planning and land use public notice was recently posted on the city website, stating in part, "The lead agency has determined that this proposal will not have a probable significant adverse environmental impact. An environmental impact statement (EIS) is not required under RCW 43.21C.030.
And, "A portion of the work would occur in the buffer for McKinnon Creek, a Type F stream. The stream buffer is currently fragmented by the existing public roadway rights-of-way for SR 104 and NE 184th Street. The work is expected to begin in Spring of 2026 and last up to 18 months."
In a neighborhood community meeting on November 6, 2025, project manager Katie Phillips incorrectly stated that the roundabout intersection was the most accident-prone in the city. When asked about this, she said, "I misspoke at that meeting. That intersection does not have the most accidents. I would have to check with the police department, but I believe the most accidents occur at the intersections of 104 and 522 and also at other intersections on 522. But again, I would have to confirm with the police department."
Motorists adapted quickly to the fish tunnel detour at 35th and Ballinger Way, but it lasted about two months. The roundabout is "estimated" to take up to 18 months. Given the disruption and over 8 million in project costs, maybe 40th Pl should be made a right-turn-only onto Ballinger Way. Let us know your thoughts.
The cost and disruption to our community for this project is unnecessary to say the least. Not enough community voice on the necessity of the round about was given and the community meeting wasn’t open to anyone opposing the project. Where was a vote or community input? Council members and mayor are pushing through agenda and personal projects that are not for the good of the majority of our city.
