As of 4:30 PM yesterday (the latest available data), the "No's" votes on Prop 1 lead by just 37 votes. The "Yes's" have never been in the lead since data started coming in. From a statistical standpoint, the No's should hold.
There's no automatic mandatory recount for Levi's. Only "interested citizens" can ask for a recount, not the city and there are two choices. Pay approximately $850 for a machine recount or approximately $1,800 for a hand count. Reimbursable if you win after the recount. Recounts usually only change a few votes in much larger elections that usually "wash" each other out thus, usually don't change outcomes.
