Major critical area permit for the demolition of the existing house and
garage and construction of a new single-family home on parcel
4019300540. According to the City’s mapping data and application
material, there is a stream and a critical area buffer on the property.

Environmental Review:
After review of the proposal and the State Environmental Policy Act
(SEPA), the City has determined that the proposal is categorically
exempt under WAC 197-11- 800(1)(b)(i) & (v).
Findings:
The Applicant’s Assessment from Wetlands Northwest dated July 1, 2025,
established the setback for a Type F stream. Type F waters require a
115-foot buffer per LFPMC 16.16.355.A.2, in addition to a 15-foot
building setback from the stream buffer per LFPMC 16.16.355.F. Buffer
and setback established by the July Letter of findings and on-site
investigation by Robert King of Wetlands Northwest LLC.
Conclusion and Decision:
The Applicant’s submittals, including written material and plans
referenced in the above findings, demonstrate that the proposed
construction of a single-family home complies with the standards of
LFPMC 16.16.355 16.16.360 Streams – Permitted alterations. The streams
will not be altered, and no development is proposed within the buffers.
Conditions of Approval:
1. Site work must strictly conform to the site plan and will not
encroach into the 115 ft buffer or the 15ft setback established by the
July 1, 2025, Wetlands Northwest Assessment, including any use or
staging of heavy equipment or construction materials. 2. As part of the
building permit review and issuance, the project shall adhere to any
conditions set by the Building Department. 3. Soil and erosion control
will prevent the transport of sediment into the stream Per LFPMC
16.24.100. A proper TESC plan shall be submitted. 4. Site work shall
conform to the design and site work recommendations of the arborist
report prepared by Advanced Arboricultural Assessment.
