Notice of Application for Yamaguchi Reasonable Use Exception

Proposal: Construction of a two-story single-family residence with a 903 sq. ft. ground floor footprint (653 sq. ft. dwelling area + 250 sq. ft. garage) and a second story dwelling area of 1152 sq. ft., along with an associated driveway, water and sewer utility connections, and dispersions trenches on a lot constrained by steep slopes, streams, and wetlands. A Reasonable Use Exception is sought to allow construction in accordance with the reasonable use exception criteria at Lake Forest Park Municipal Code 16.16.250. The proposal includes 1,123 sq. ft. of direct wetland impact, 37 sq. ft. of direct stream impact, and associated critical area buffer impacts as described in the November 12, 2025 Critical Area Study. Impacts that cannot be mitigated on site will be offset through the purchase of mitigation credits at Keller Farm Mitigation Bank in Redmond.

Permit Review Process: Required land use permits include a Reasonable Use Exception (RUE). Review will occur in accordance with the RUE and Type I permit procedures at LFPMC Chapters 16.16 and and 16.26, respectively.
Other Approvals Needed: USACE Nationwide Permit, Washington Department of Wildlife Hydraulic Project Approval, Department of Ecology 401-Water Quality Certification, and City permits for building, clearing and grading, right-of-way, and tree removal.
Environmental Review: The applicant has provided a series of environmental reports including the SEPA checklist, critical area study, geotechnical report, arborist report, and mitigation plans. The City is currently undertaking environmental review and will issue a separate State Environmental Policy Act (SEPA) determination with associated comment and appeal period at a future date. Interested parties that comment pursuant to the procedures below will be notified of the future SEPA determination.
Public Comment: Interested parties may comment on this application by submitting written comments to the Lake Forest Park Community Development Department located at City Hall, 17425 Ballinger Way NE, Lake Forest Park, WA 98155 or via email to Associate Planner Elizabeth Talavera at etalavera@cityoflfp.gov for 14 calendar days following the date of this Notice of Application (comments due April 13, 2026). Any person may comment on the application, request a copy of the decision, or appeal a decision as a party of record once made. No action will be taken until after the public comment period, review of application materials and comments received, and satisfaction of applicable codes.
